98 Taurus brake light swith,changed, but when I put the brown bushing back on, brake lights won't work. ?

I put togerther without brown bushing and they work fine. Am I putting it on wronG? It won't fit any other way; push rod over peg coming out from pedal. Then brown busing pushed over brake pedal peg till it's inside the push rod. Then brake swith over both and secured with pin. Could the new switch not be sensitive enough with the busing in?
