you may have to look up under the dash and check the actual brake light switch itself, see if you can remove it and take it up to your parts store and see if they'll test it for you. should be a cheap fix if it's bad

check your pigtails with a volt meter might not be getting power and might have a short in the wires
i had similar problem with my 03 altima. i checked bulbs they were good, checked fuses below steering wheel and they were good,but i checked fuses under the hood and there was the problem, burn fuse for rear lights.point is that if u did not check fuses under the hood that could be the problem.so now ur on your own and good luck.
